The government has launched a large-scale programme for the preservation of cultural heritage sites through 2045.
Federal Law No. 180-FZ has been adopted, introducing significant changes to the regulatory framework governing the conservation of cultural heritage assets.
What has changed?
✅ Project documentation for conservation works on cultural heritage sites will no longer be subject to the State Historical and Cultural Expert Review. Instead, project documentation will be evaluated by specialised Scientific and Methodological Councils operating at the federal, regional, or municipal level.
✅ Administrative procedures are being streamlined. A number of separate approvals and supporting documents related to research activities and regulatory supervision will no longer be required. Much of the necessary information will instead be verified through state registers.
✅ A clearer system for monitoring the technical condition of heritage assets is being introduced. Heritage protection authorities will be required to inspect listed buildings at least once every five years, as well as whenever there is a risk to their preservation.
At the same time, the economic component of the reform is also being strengthened.
Дом.рф will begin creating combined investment packages, where historically significant buildings requiring restoration will be bundled together with commercially attractive real estate assets or development land.
In practice, this provides investors with an additional economic incentive to restore heritage buildings, while giving the government an opportunity to return long-neglected historic properties to productive economic use.
Overall, the reform is expected to reduce administrative approvals, simplify regulatory procedures, and create stronger incentives for investment in the restoration of historic buildings. For property owners and investors, this means faster project implementation, while architects, conservation specialists, engineers, and surveyors will benefit from a more predictable planning and delivery process.
