Preparation of design documentation is a key stage in the implementation of a construction project. The quality of the design solutions adopted directly affects the timeline for their approval and the cost of project implementation.
We develop concepts and design documentation for linear and area facilities at the "P" (Project) and "R" (Working Documentation) stages, and also build design projects and 3D models for your convenience. As part of preparing cost estimate documentation, we analyze the construction market based on 3 commercial proposals for each item and prepare documentation using the GRAND-Smeta or RIK software packages.
Turnkey Project — From Idea to Facility Commissioning
Our key advantage is turnkey design. We take on the role of technical client and support the project at every stage:
- collection and analysis of initial permitting documentation;
- performing engineering surveys;
- obtaining the land plot planning permit (GPZU);
- developing design documentation;
- support during expert review approvals;
- obtaining a construction permit;
- support through to facility commissioning.
The client does not need to interact with government authorities directly — we handle all approvals and revisions.
Our practical experience of daily work with Glavgosexpertiza (the Main State Expert Review Office), environmental review authorities, and other approving bodies allows us to account for their requirements as early as the design stage.
Preparation of Design Documentation Includes:
Development of all sections in accordance with Russian Federation Resolution No. 87 dated February 16, 2008
- Section 1 (PZ) "Explanatory Note";
- Section 2 (PZU) "Site Layout Plan";
- Section 3 (AR) "Architectural Solutions";
- Section 4 (KR) "Structural and Space-Planning Solutions";
- Section 5 (IOS) "Information on Engineering Equipment, Utility Networks, List of Engineering Measures, and Content of Technological Solutions":
- Subsection (IOS1) "Power Supply System";
- Subsection (IOS2) "Water Supply System";
- Subsection (IOS3) "Sewerage System";
- Subsection (IOS4) "Heating, Ventilation, Air Conditioning, and Heating Networks";
- Subsection (IOS5) "Communication Networks";
- Subsection (IOS6) "Gas Supply System";
- Subsection (IOS7) "Technological Solutions";
- Section 6 (POS) "Construction Organization Project";
- Section 7 (POD) "Project for the Organization of Demolition or Dismantling of Capital Construction Facilities" (if demolition or dismantling is required);
- Section 8 (OOS) "List of Environmental Protection Measures";
- Section 9 (PB) "Fire Safety Measures";

- Section 11 (SM) "Cost Estimate for the Construction of Capital Construction Facilities";
- Section 12 (GOChS) "Other Documentation in Cases Provided for by Federal Laws".
- Project support during the expert review process
- Revision of design solutions in accordance with expert review comments
Design and Urban Planning Documentation
We provide full-cycle design services — from individual capital construction facilities to comprehensive territorial development. All decisions are made based on engineering surveys and the specifics of the facility.
Types and purposes of designed facilities:
- agricultural facilities (production complexes, storage facilities, engineering and technological infrastructure);
- industrial and warehouse buildings and structures;
- roads and linear facilities, transport and engineering infrastructure facilities;
- municipal capital construction facilities, including irrigation, water supply, drainage, sewerage and treatment systems, outdoor lighting, and low-voltage networks;
- architectural appearance and design projects;
- environmental design.
Territorial Planning Documents
We develop and update territorial planning documents required for the siting and implementation of capital construction facilities:
- territorial planning schemes;
- master plans for settlements and municipalities;
- master plans for urban and rural districts;
- revision of previously approved urban planning documents.
Properly prepared urban planning documentation ensures the lawful and well-founded siting of a facility and helps avoid rejections at subsequent design stages.
Territory Planning Documentation
We develop territory planning documentation, including:
- territory planning and land surveying projects (PPT and PMT);
- master plans for the development of industrial production sites;
- projects for the development of residential microdistricts;
- documentation for comprehensive territorial development (KRT).
Preparation for Technological and Price Audit (TPA)
Technological and Price Audit (TPA) is a pre-design study of an investment project that allows for determining the main technical solutions, the preliminary construction cost, and justifying the need for facility financing.
The work is carried out in accordance with Government of the Russian Federation Resolution No. 563 and is mandatory for a number of facilities implemented using budget funds.
Who Needs a TPA
- state and municipal clients,
- budgetary institutions,
- organizations with state participation and investors,
- organizations implementing large construction projects,
- developers
Scope of Work for TPA Preparation
- collection and analysis of initial permitting documentation, preparation of an engineering survey program and design brief;
- performing the necessary engineering surveys to justify the investment project;
- development and justification of the main architectural, technological, structural, and engineering solutions in accordance with the requirements of Government of the Russian Federation Resolution No. 564;
- determination of the main technical and economic indicators of the capital construction facility;
- analysis of the technologies, equipment, and construction and finishing materials used;
- preliminary determination of the estimated (maximum) construction cost;
- preparation of a documentation package for conducting the TPA;
- support of the documentation throughout the TPA process until a positive conclusion is obtained.
Result for the Client
TPA preparation confirms the feasibility of project implementation, determines a well-founded construction cost, reduces the risk of subsequent revisions to design solutions, and increases the likelihood of obtaining financing.
The TPA serves as an intermediate stage between the investment idea and the development of design documentation, allowing well-considered decisions to be made before design and construction begin.
Integrated Engineering Approach
Our own engineering survey base and design experience allow us to:
- use reliable baseline data without engaging third-party contractors;
- minimize the risk of rejections and expert review comments;
- optimize design solutions and construction costs;
- reduce design and approval timelines.
Result for the Client
As a result, the client receives:
- design documentation ready for expert review;
- technically and economically justified design solutions;
- optimized construction costs;
- compliance with all Russian Federation legislative requirements;
- project support until a positive conclusion is obtained.
The result is a project that can be implemented immediately, without schedule delays, budget overruns, or repeated approvals.
