Rosreestr Order No. P/0328/24 introduced new requirements for preparing boundary and technical plans. Now, for a real estate object to be registered in the cadastre, the address must fully match the data in FIAS or GAR.
The technical plan, boundary plan, and territory map-plan must mandatorily indicate:
- the official address (if assigned);
- the unique address identifier — FIAS ID.
Without this information, the documents will not be accepted.
The Order also:
▪️ updated the requirements for the forms and content of the boundary plan, technical plan, and territory map-plan — the address and FIAS ID have become mandatory details;
▪️ clarified the procedure for indicating an "other location" for objects that are not addressing objects;
▪️ provided for the possibility of indicating a previously assigned address (if it is absent from the GAR) together with a supporting document.
The requirement applies to all real estate objects being registered in the cadastre on the basis of a boundary plan, technical plan, or territory map-plan:
- land plots (including those formed through division, consolidation, or reallocation);
- buildings;
- structures;
- unfinished construction objects;
- premises and parking spaces.
If there is no address, it must be officially assigned. The application can be submitted not only by the owner but also by a cadastral engineer.
The changes are aimed at unifying address data and reducing the number of refusals during registration.
