An Important Initiative from Glavgosexpertiza

At a recent meeting in the State Duma, Vadim Andropov, First Deputy Head of Glavgosexpertiza (the Russian Main State Expertise Authority), proposed creating a rating system for chief project engineers. This is a significant shift in the approach to efficiency and accountability in our industry.

As of March 1, 2026, under Federal Law No. 309-FZ, Chief Project Engineers (CPEs) are officially held responsible for the quality of design documentation and compliance with technical regulations.

The rating concept envisages taking into account specialists' experience, portfolios of completed projects, and expert review results.

What's especially important is that the CPE rating is proposed to be linked to the rating of design organizations, since a company's reputation directly depends on the quality of work of its key specialists.

As a practitioner working in the field of engineering surveys, I see several important aspects to this:

  • Personal accountability for technical decisions made will increase;
  • A transparent system for assessing competencies will emerge;
  • Clients will gain another objective criterion for selecting contractors.

For us, as a company that performs engineering surveys, the qualification of the Chief Project Engineer is a priority, and we promptly support our engineers with the necessary resources and professional development.

We plan to be included in the rating if the initiative is implemented.
Quality engineering surveys are the foundation for sound design decisions, and we are ready for this responsibility.
