Starting May 5, the requirements for participants in procurement of design documentation and engineering surveys have changed for facilities with increased complexity: especially hazardous, technically complex, and unique facilities.
A new clause 6.1 is being introduced, which specifies the experience requirements for participants. Now, in order for a company to be admitted to a tender, it must confirm that it has
experience in performing a similar contract, with the value of the work performed amounting to at least 20% of the initial (maximum) contract price (NMCP) of the procurement.
This experience is confirmed by the contract, acceptance certificates, and an expert review opinion on the design documentation or engineering surveys.
Customers will have to screen participants more thoroughly, so participants need to have suitable experience and a full package of supporting documents in advance. Without this, it will not be possible to take part in tenders for especially hazardous and unique facilities. The basis for the changes is Decree of the Government of the Russian Federation No. 475 dated April 27, 2026, which amends Decree No. 2571.
